- Has PJD Link HIGHWAY been approved by the Selangor State government?
The previously proposed highway project Kidex was approved in principle by the Selangor State government in February 2012 and a concession agreement was signed in November 2013 with the federal government.
Despite Kidex’s cancellation in 2015, the Works Minister confirmed in May 2016 that the concession agreement had been extended until the end of the year.
In early 2016, some PJ residents also began receiving pamphlets on the proposed PJD Link highway from PJD Link (M) Sdn Bhd which identified itself as the “concession company”.
As of Jan 27, 2021, PJD Link had yet to receive any regulatory approvals. It requires approvals from the Malaysian Highway Authority, Selangor government and MBPJ to begin construction.
So far, no information is available on if /when PJD Link highway signed a concession agreement and with whom, nor are there details on the concession period, toll rates, etc.

- How much will PJD Link highway cost and who is funding it?
So far, no one has disclosed this information.
Back in 2014, Kidex was projected to cost RM2.42 billion. It was to be 20% funded internally and the 80% balance was to be from bank loans. It was purportedly not slated to receive any government funding.
Similarly, PJD Link highway is likely to be a privately funded initiative, which raises questions on its cost transparency, optimal value of return, and concession terms.
